Emperor Wen IT was the fifth emperor of the Han Dynasty. He ruled the country for 23 years. During this period he unified the people and provided a peaceful and peaceful life to all.

He abolished corporal punishment and guilt by association or group. Emperor Wen believed that laws were created to govern the country, prevent crime, and guide people toward good behavior. If the perpetrator of a crime is punished according to law, others who are innocent should not be implicated. Moreover, since the laws and regulations are just, the people would be impartial; the correct application of the rules would make people believe them.  

After reigning for 23 years since moving to the capital, he has not added any luxury to the place. The clothes he usually wore were of normal quality and not exquisite. This gave an example to the nation. He ordered that his tomb did not have any decorative metal like gold or silver. In its place, only pottery would be used. His order also said that the tomb should have a moderate size so as not to overburden the people.

He abolished the crime of defamation to the royal court and for criticism of political affairs. He believed that accepting suggestions could open avenues in the country's government and could hinder volunteerism.

When dealing with border defense issues, Emperor Wen decided between warring and negotiating diplomatically according to the well-being of the people. Although the North Huns repeatedly violated bilateral agreements and invaded China, Emperor Wen only ordered the troops to strengthen the defense and not declare war on the Huns, as he did not want to bring worries and difficulties to his people.

In 159 BCE, droughts occurred throughout the country, followed by locust plagues. Emperor Wen took a number of steps to help the people: he exempted the lords from paying taxes, lifted the ban on developing mountains and lakes, reduced luxury spending on the palace, cut staff numbers and opened barns for the poor.
