This law authorized surveys and the division of public lands in the Western regions. The land was split into townships,which were 36 square miles divided into <span>36 lots of 640 acres each. One lot was reserved for a public school, and four lots were given to veterans. The remaining lots were sold to the public.</span>

Germany which had an alliance with Austria-Hungary via the Triple Alliance then declared war on Russia.

Russia was already in an alliance with Great Britain and France known as the Triple Entente and when Germany declared war on Russia, Great Britain and France declared war on Germany.

Thus began the Great War.
