By 1942, allied troops were advancing in Morocco and Algeria, while Axis troops, mostly German, were landing in Tunisia.

Germany decided to continue attacks on passenger/merchant ships (via submarine). US was not part of the war at the time, and I'm pretty sure they were restricted to attacking.
