time traveled = 9 hours

average rate of speed = 51 miles / 9 hours

                                     = 5.67 mph

hence the average rate of speed taken by a ship to cross from one end of a canal to the other end which is 51 miles at a time of 9 hours is approximately

5.67 mph.

moving at this speed indicates that the ship is running on a very low speed because if it were to be a car, the car would cover that same distance at a faster time.
