What art program should I use on my Samsung Galaxy Tab S6? I wanna make good art, but the programs I have aren't great.

From my experience, Ibis Paint is a great <em>and</em> free option to draw on a Samsung tablet. There are also other free programs such as Adobe Illustrator Draw and Sketchbook by Autodesk. Clip Studio Paint is are also very good, but costs a bit of money.
