The serum albumin test measures the amount of albumin in the blood. Albumin is synthesized in the liver, the normal range is 3.5 to 5 g/dl. 5.5 is above the normal values, which is slightly abnormal. Abnormal values of serum albumin is caused by malfunctioning liver caused by excessive consumption of alcohol and smoking. A man with anorexia, without any other vices that would affect the liver won't affect the serum albumin value that much.

The answer should be State. Since OSHA isn't a national requirement, the state has more power. 22 States are OSHA-approved, but that doesn't mean it's required. Therefore, the answer should be state.
