The government of South Africa is a constitutional democracy with interdependent institutions working within it. It consists of an executive branch, a legislative branch, and an independent judiciary. On the national level, the executive branch consists of the President, the Cabinet, Deputy President, and the Minister. The job of this branch, as in many other democracies around the world, is simply enforcement of the law. The national judiciary is independent of the other branches in the gov't, therefore it needs to have many different levels within it. These courts are assigned with the task of interpreting the law for the other branches. Essentially, the different branches interpret different types of laws and in different ways, handle different types of cases, etc. The legislative branch consists of a Two-House Parliament, including the National Assembly, and the National Council of Provinces. The NA moreso deals on a Nation-wide basis of making ultimatum-type laws, similar to any other Parliament, while the National Council of Provinces focuses in on making laws for the different provincial territories within the country.
