On March 27, 1971, the Prime Minister of India, Indira Gandhi, expressed the unconditional support of her government for the struggle for the independence of the people of East Pakistan. The border of India with East Pakistan was opened to allow refugees to seek refuge in India. The governments of West Bengal, Bihar, Assam, Megalaya and Tripura established refugee camps along the border. Exiled Pakistani army officers and volunteer workers from India immediately began using these camps for the recruitment and training of the Mukti Bahini guerrillas.
