EXPLANATION  

A congressional district is a democratic electorate that selects congress’ single member. The congressional district is applied in certain countries such as the United States, Japan, and the Philippines.  

One of the factors which determine the number of representative for a given congressional district is the distribution of the state’s population. This is taken using a census every ten years. A population is determined by the number of people living in a geographical area. The more populated a state is, the more members that state can have in Congress.  

There are 435 congressional districts in the United States House of Representatives with each representing approximately 747,000 people. In addition to the 435 congressional districts, there are five regions occupied by the U.S. and the federal district of Washington D.C. Each sent a delegation who could not vote to the House of Representatives. The US Department of Commerce's Census Bureau conducts a census every ten years. The results are used to determine the number of Representatives sent by each state to Congress. This resulted in the number of congressional district representatives is different in each state.  

The borders of these districts are determined by the states. In each state, all districts are required to have roughly the same population (see Wesberry v. Sanders). The 2012 election is the first election based on congressional districts determined based on 2010 census data.

They would have changed the articles so that they would have a stronger central government and levied taxes, but that was prevented because they needed a unanimous vote for that to pass, and that didn't happen. </span>
