Francisco Franco was a general and the leader of the Nationalist forces that overthrew the Spanish democratic republic in the Spanish Civil War (1936–39); thereafter he was the head of the government of Spain until 1973 and the head of state until his death in 1975.
La Guardia thought prohibition was good and it was bad.
A famous quote of his is, "There may not be as much liquor in quantity consumed to-day as there was before prohibition, but there is just as much alcohol."
He was trying to say, that the number of drinkers went down, but the alcohol isn't going anywhere. Its not going to drink its self.
