<span>Elisabeth Vigée Le Brun was a prominent woman who was a personal painter for Marie Antoinette and did many portraits of her during her service which helped shape the publics view of the Queen. Jacques-Louis David was a painter around the time of the French revolution who painted both prominent events and figures. He would eventually become appointed as Napoleon's painter and helped shape the publics view of him since. My interpretation of this is that the author was hoping for something futile - they 'grew a flower' (put effort or hopes toward) that can't be bloomed (is pointless or futile, will not produce anything) that can't come true (their effort/hope is just a hopeful dream). Basically, the author hoped for something that was not possible.
