So the distance that he is off by is 1 mile. The question is what percent of 14.5, 1 is. 
$\frac{1}{14.5} = \frac{\frac{100}{14.5}}{100} = \frac{6.9}{100}$
Take the top of the last fraction, and that's the proper percentage; 6.9%
