By using the word "bargain", Malcolm Gladwell sets the tone of chapter 9 of his book.  

In his book "Outlier: The Story of Success", Malcolm Gladwell addresses multiple hypotheses that could explain how individuals become successful. According to him, random factors such as place of born may be crucial for achieving success.

In Chapter 9, "Marita's Bargain", he focuses on this specific student, Marita, whose community does not give her the opportunities she needs. He uses this example to make his point that KIPP (Knowledge is Power Program) Academy had changed the setting of rules of its educational system and helped the poor students of its location.  The KIPP Academy creates equal opportunities for those students who are being left behind the system.  

The connotation of "bargain" is negative because a bargain usually is something offered with little or no value, while a deal or an agreement implies equal exchange (positive connotation).
