If it is an outline for an essay then it depends. What I love to use are outline templates. I've attached on that I found online. Hopefully it helps! If you need anymore assistance on this, let me know. :)
I believe it all would depend on what side of the issue they are on. You see, there are some news outlet that are willing to satisfy a section of the population while others do the same with another section of the population.

1- The line plot probably doesnt show the ages of third graders because the numbers are to high
2- (not positive about this one) I think the title would be ages of adults because its in the 50 range
most TVs are smart smart TVs these days with easy access to the Netflix and other online apps
