The correct answer is C. Higher enforcement rates.

If higher enforcement rates are inflicted on teens who speed in theory this will make them less likely to do it again because the cost is so high. All roadways should be good for all drivers, larger speed displays will not prevent teens from speeding at all and other drivers shouldn't be speeding anyway either!
