I have read the passage in "The Contest" and I believe the following lines suggest that Emperor Nero was ruthless:

It is celebrated different many ways. Easter egg hunting, big dinners, church, Easter bunny, etc. I personally celebrate it by Easter egg hunting with family and friends, then I eat a big dinner.
