=100/100 + 96/100

=1 + 96/100 

=1.00 + 0.96

=1.96

However, this number cannot be turned into a whole number, simply because it is not.
1.96 is neither 1 nor 2

It can be rounded, and if it is, the whole number it would be rounded to is 2.
