The Continental Army led by General George Washington had defeated the English troops in the Revolutionary War and the Treaty of Paris was signed to formalize the peace agreement and the independence of the United States. But the problems for the US did not end there. The country was in high debt. And the worst part eas that under the Articles of Confederation the central government was weak and could not collect money. If Congress needed money it had to ask for it to the states, who remained sovereign under the Articles and they were the ones who could collect taxes.
