According to the four Reconstruction Acts passed between 1867 and 1868, the conditions under which the Southern states would re-enter the Union were the following:

  1. The ten Southern states (South Carolina, Mississippi, Florida, Alabama, Georgia, Louisiana, Texas, Virginia, Arkansas, and North Carolina) had to be divided into five military districts, that would be ruled by a Union general until they fulfilled the next conditions.
  2. They had to approve the 14th Amendment (NOT the 13th), which ensured citizenship and equal rights for African Americans.
  3. And each state had to draft new states constitutions, people (both black and white men) had to vote on them, and lastly, the Congress had to approve the state constitution.
