Montesquieu says that once power is concentrated into one person, like in monarchies, people tend to abuse it. Because of that, Montesquieu created the separation of powers, which means that power would be divided into three branches - executive, legislative and judicial -.

Each branch would have its powers and the other branches would have mechanisms of restrictions to the others, so any infringement to political liberty could be avoided.
