A major failing of the United States Government under the Articles of Confederation was its failure to regulate trade among the states.

The Articles of Confederation are considered to be the first written Constitution of the United States. Adopted by Congress in November 1777 and ratified by the states until March 1781, the Articles of Confederation had some flaws that needed to be fixed. For instance, it gave the states more power than the central government based on Congress. And when the central government needed money, it had to ask for it to the states. Another big issue was that Congres couldn't regulate trade among the states.
