I think a bar graph would be pretty effective.

Explanation:

On the x axis you have eye colors such as green, brown, hazel, blue etc.

On the y axis you have integers going up to show how many people have that eye color.

You could argue a bar graph isn't perfect because of the range of colors eyes can be but I think it's best.
