   After Cuba shot down two unarmed sister planes in 1996, killing three Americans and a US resident, a bipartisan coalition in the US Congress passed the Helms-Burton Act.

    Then-President Bill Clinton, in 1999, increased the trade ban between the two nations by limiting the commercialization of foreign subsidiaries of US companies to Cuba by seven hundred million dollars a year. With the expansion of the ban scheme, the embargo on Cuba is considered one of the longest in the contemporary world.
