Explain how the balance of power between the federal and the state government has changed over time based on Supreme Court cases, 10th and 14th Amendments, commerce clause, and necessary and proper clause.

Key terms to focus on: Implied Powers, Civil Rights, Commerce Clause, and 14th Amendment  (as well as previously mentioned items including those mentioned in the objective description)  Examples: 10th Amendment, Gibbons v. Ogden
