The United States decided to stop all trade of oil, steel and scrap iron with Japan during the war. This was mostly a consequence of the fact that Japan decided to align itself with Germany and Italy. However, Roosevelt was worried about taking this step. The main reason for this was the fact that Japan bought most of its oil, steel and scrap iron from the United States. By cutting this business, Roosevelt was worried that the United States would suffer severe economic losses.
