The National Recovery Administration was a government agency created under Franklin D. Roosevelt that would help to establish a set of fair practices and set prices. The goal was to try to decrease the amount of fierce competition between businesses in favor of a collaborative approach in which all of the parties involved keep in mind the hard economic times that citizens are going through.

Companies who worked with this government agency had the opportunity to post a poster/picture of a blue eagle in their storefront. This symbol showed that the business was willing to cooperate with the government and had the best interest of American society in mind.
