It promoted the Free Trade Agreement with Mexico and Canada, lifted the trade embargo against Vietnam, ordered the bombing of the former Yugoslavia, applied sanctions against Haiti and intervened in Somalia.
In his mandate he maintained the criminal policy of economic blockade against Cuba. He signed the Helms-Burton Law that legalized the resurgence of political and economic actions of that power against the Island.
