Every state in the United States except Nebraska have two houses in the Legislature - the Upper house and the Lower house. The upper house is made up of Senators and their numbers are typically less than the Representatives in the Lower house. For instance, New Hampshire has 24 state senators and 400 representatives in the Lower House.

The smaller size of the Upper house makes it much more practical and easier to debate new laws and processes which means that the Upper house primarily holds the power to make new state legislature.

Because, despite there being citizens of both German-American during WW2, they knew that there was a low risk of these people (of course there were also those for which they suspected might be secret spies) being accomplices of the Third reich. A lot of these people were also scientists who fled the atrocities of hte Nazi regime before the war.
