Since Hamilton’s fear is that the plan won’t come to be due to a variety of discussions based on "objects foreign to its merits" it’s obvious the correct answer is number 4 due to the fact that every person wants what is best for themselves and as much as he replaces the people they will always gossip about the reform, there´s no evidence of an dishonest process being done and looking for a guilty party won’t do any good , so "those involved in past reform efforts were completely motivated by personal gain".
