Hello!
I believe a gerund is a "ing" word taking place as a noun. We can't be 100% sure, because it is not used in a sentence, it depends on how you use it in the sentence if it is a gerund or not. Overall, the word "writing" is not a gerund.
Hope this helps! ☺♥

A). They emphasize the idea that male writers did not face obstacles that women did at the time.
Explanation:
The underlined sentences 'stresses the idea that male writers did not face obstacles' which is the central idea of 'A Room of One's Own.' Virginia Woolf is one of the most acknowledged and well-known feminist writers. It discusses the subordinate place of women in the history of literature. She says that women have been treated like teenagers and their works have not been expressed or acknowledged adequately. The only human whose work is expressed completely is Shakespeare(representative of all male writers) implying that male writers do not face the similar interruption or obstacles as of women. Thus, she concludes by saying that 'women must have a room of their own to write.'
Answer:
C. The chairman told me that the legislature passed the bill.
Explanation:
The name of voice is given to the form assumed by the verb to indicate if the grammatical subject is agent or patient of the action that the verb is referring to. In this way, active voice occurs when the subject is an agent, that is, when the subject practices the action expressed by the verb.
In case of alternative C, in the sentence "The chairman told me that the legislature passed the bill." The subject of the phrase "the chairman" is the agent of the action shown by the verb "told".
That is, who is telling me that the legislature approved the bill? The chairman!
