Answer:

We can say that even both speeches were directed to two different groups of people, the idea of freedom from fear remains the same. Roosevelt was talking about 4 freedoms: of expression, of religion,from want and from fear. The objective was to give hope to the citizens by saying that his intention was to form a society without fear. Obama was talking to people who was afraid of terrorism and he gives support to freedom from fear of any attack, recognizing that many had the fear inside. So the idea has not change
