The home rule refers to the authority of a constituent part of a U.S. state to exercise powers of governance assigned to it by its state government. Counties are normally given the permission to pass laws to govern themselves according to how they want.

But Turkish forces remain entrenched in the north, and pockets of northeastern Syria are either under the control of Kurdish forces or go ungoverned. Meanwhile, the Syrian people are suffering an economic crisis.
