People who take a "marble cake" view of federalism believe that national and state governments cooperate to meet citizen needs. It is a form of federalism wherein there is a combination or mixing of powers, resources and programs between and among the national and local units of the states. Federalism is  type of government wherein power is delegated or divided within central government and and regional or subdivisional government. Moreover, the marble cake federalism creates a participation in the government policies and programming.
