Falling action occurs immediately after the climax as it moves to reach the resolution of the story.  I cannot occur before the climax or at the beginning of the story as falling action is starting the "down-hill" (hence falling) process towards finding out how the climax is going to end.  For example, in Finding Nemo, the falling action occurs right after Nemo is rescued.  Now that he is safely with his dad, the falling action leads us to the end of the story in how they are to get home and start their new lives with different perspectives.
