.. y -3x = x +2

You can use the first equation to subsitute for y in the second equation.
.. x +11 -3x = x +2
.. 9 = 3x . . . . . . . . . . add 2x -2
.. 3 = x . . . . . . . . . . . divide by 3
.. y = 3 +11 = 14 . . . . substitute for x in the equation for y

The value of x is 3.
The value of y is 14.

Circumference = \pi \times diameter or circumference = 2\pi \times radius if this constant equals some value.
