Queen Elizabeth is persuading the troops that the cause to fight in the war is so worthy that she is willing to sacrifice her own life because  she uses the term 'chiefest strength' and words like 'loyal hearts', 'good will', and her strong willingness to die for God, her kingdom and people, her honor and blood.
