Liege Lords were people who were owed loyalty and service by other people who would then be their vassals/ lieges. The highest Liege Lord was the King but lesser Lords and Nobles could assume this title.

If they needed men to fight for them, they would offer them a piece of land. The men would have control over this land but not ownership and in return would pledge allegiance to the liege Lord and fight for them when they are called up.

If you watched Game of Thrones you would notice that Bannermen are a form of lieges. The Starks for instance, were able to call up the Karstarks, Umbers, Flints and Mormonts amongst others when they needed to march South because those were their lieges/ vassals.
