One of the purposes listed is to weaken Germany so they won't be able to have the military and financial might to go start another war again.

Yes, I believe the Allied Power was justified in wanting reparations from Germany.

Because Germany started the war without anybody directly provoking them. They started the war against Belgium who was one of the neutral countries then. Germany went ahead to start destroying the lives and properties of neighboring countries in the hope to become a world power.

Hence, it is okay if they pay for their war crimes.
