Two of the most significant totalitarian governments that existed following WWI were in Hitler's Germany and Mussolini's Italy, since both of these governments were "fascist" and were 2/3 of the "Axis" powers during World War II.

It is always money that causes corruption. I am betting that as they gave out the grant those that were profiting bribed and blackmailed those that were in the government. And as they grew more powerful they started to become the top boss of the place. As they grow more powerful they grow more wealthy. With more wealth their power extends even more.
