The answer is option 3: No. The other Allies wanted to punish Germany harshly for its actions.

Wilson's vision, expressed in his Fourteen Points speech (January 8, 1918), was to achieve peace between nations by bringing justice to all nationalities, which included to not treat too harshly the defeated Central Powers. However, England, France, and Italy preferred to regain what they had lost by harshly punishing Germany, through The Treaty of Versailles, in which Germany had to disarm, make territorial concessions, pay for the damages and losses caused to the Allies during the war, etc.

No, The other Allies wanted to punish Germany harshly for its actions.

Further Explanation:

President of United States, Woodrow Wilson was mostly in support of Peace and wanted peace to spread globally and for that he made his famous speech which was popularly known as fourteen point speech in which he highlighted 14 points that world needed to follow to achieve peace. He delivered this speech in a hope that it will encourage central powers to end its hostilities but his plan backfired initially as instead of giving positive signal to peace talks, Germany actually intensified its efforts on the western front but when Germans got aware of the fact that they were ready to begin peace talks based on 14 points speech. idea with regards to Peace did not included Punishing Germany as well as the Central powers for their aggressiveness and also did not included taking land or money. But the allies of the United States were not in support of this speech as they wanted to Punish Germany for its actions.
