A.) The rate of change is the ratio of y changing to x. In other words, it's the slope of the line

b.) This can also be found based on the slope. If the slope is positive, y increases as x increases. If it is negative, y decreases as x increases. If the slope is 0, y is neither increasing nor decreasing because it is a horizontal line. Hint: it may be helpful to graph the line so you can see what's going on

c.) The y-intercept is where the line crosses the y-axis. This can be found by plugging in x=0 into the equation. For number 11, the y-intercept is 0.

d.) This can be found by plugging in any number for either variable and then solving for the other. For number 11, if you plug in x=10, you get y=15, so you get the point (10,15)
