Answer:

The majority of the water source was from the groundwater. It was sufficiently used for irrigation domestic purpose and other industrial use.

Explanation:

Back in the 18th century, the majority of the city was using water from the wells. But it was not that successful. So the people in 19 century started searching for other resources such as lakes, ponds etc.

The authority and native people started making plans to build up the secondary source of water for their use. Unfortunately it was also the year of drought. After many efforts there successful to make a pond artificially.
