In the old days, government in most parts of the world, had the only duty of providing safety, security, maintenance of law and order, and taking care of individual thus civil rights. Thus the taxes which were levied and collected were then used in administrative proceedings and providing safety means.
Resources collected from people, are used in their favor again in different means and manners. Not necessarily that all of it is going to be used in the correct direction, since we cannot deny the existence of corruption prevailing in the administration services and governance. But the government revenue is highly dependent upon the public resources, and even without the collective revenue a smooth functioning of government and safeguarding of right wont be possible.
