He infers that the American government by his own is not capable of achieving anything, it needs the help of it's citizens. The use of the word <em>citizens </em>is deliberate, it implies a person that has not just some rights granted but also responsibilities. Rights are not things that can be wanted for just a few, they need to be guaranteed worldwide, it's the citizens of the world task to fight for that.
