This statement is false because the soil is very important in the climate. The soil gets warmed and cooled very quickly which affects the lowest parts of the atmosphere. Also the heat the Earth receives from the Sun is partially absorbed, and partially reflected by the soil, the reflected one goes up in the atmosphere were in big portion is held in our atmosphere which allows the temperatures to be suitable for life on our planet.
