<span>Johnson didn't provide protection to the former slaves. He didn't want to pass the 14th Amendment. Although he supported the Union being back together he didn't really support the freedom of the slaves. Johnson tried to fire his cabinet who didn't agree with him. That is why Republicans started his impeachment.</span>

The British Government introduced conscription in March 1916 because voluntary enlistment could no longer meet the army’s need for recruits. Under the terms of the Military Service Act, all medically fit single men between the ages of 19 and 41 were deemed to have enlisted in the armed forces on 2 March.  

In May 1916 a second Government act extended conscription to married men and the age limit was lowered to 18. Conscripted men had no choice about which service, regiment or unit they joined.

Great Britain was fully industrialized with it's cities having smoke coming out of it's factories from as far as your eyes can see and making materials and products that were traded almost all over the world. Unlike Britain, Russia was the complete opposite. Russia was a mostly had agricultual economy with a serfdom system that was more than 200 years old, having little to no factories and it's products, materials, etc coming from industrialized countries like Britain, France and the various German states at the time.
