This is when the Prince addresses the citizens of Verona after the deaths of Romeo, Juliet, Tybalt and Mercutio. Even though the fighting has now stopped, is sad and angry that the family feud between the Montagues and Capulets has led to so much violence in his city.

The words sad, woe, glooming, and sorrow all relate to his tone.
