Based on answer choices I've seen elsewhere, I would say:

The phillosophers of the Enlightenment period emphasized human reason and scientific knowledge was in contrast to superstition and traditional beliefs.  They wanted to apply such principles to the issues of government and society, and that meant education for all citizens.   "Dare to know!  Have the courage to use your intelligence!" was how one Enlightenment thinker (Immanuel Kant) summed up what they meant by "enlightenment."

The rights of people to assemble for political discourse, as well as the rights of people to participate in the rule (governing) of their own societies were also outgrowths of the Enlightenment emphasis.  But it began with an emphasis on education and the use of everyone's mental resources.
