During the late 60s and early 70s Brazil passed through a Military Dictatorship  like many other countries in South America, this meant that many human rights were violated and that the government tried to eradicate whoever was against it. In later years, the new Democratic leaders tried to prevent another Dictatorship from happening again, this is why the Constitution of 1988 has protections to keep the military from taking power again.
