I bet you are referring to the Animal Farm. Anyway, here is the answer. The Sunday afternoon volunteer program was when animals were asked to work in a voluntary basis. What makes it not entirely voluntary is that, if they don't work, their rations would be cut into half. Hope this answers your question.
